The ball of both feet burn mostly when I'm not standing on them. They aren't hot to the touch and aren't red or anything. They do burn when I stand on them but not like it is when I'm not. It is mostly on the ball of my feet and the bottom of most of my toes. Any advice?

If there are no physical or visual manifestations accompanying the burning, it would seem that you have some sort of neural-mediated problem, either a peripheral or a central neuropathy. This may well be difficult to track down, but both an internist and a neurologist might be helpful.
